COV – Douglas Street Watermain Replacement

This Project required detailed planning and staged traffic management strategies to maintain uninterrupted traffic flows and public access to affected businesses in the busy downtown core area. Both day and night shifts were implemented with restricted work windows for allowable lane closures to deliver this project on Schedule.


Careful and detailed planning was necessary to minimize the number and duration of water service shut downs affecting businesses and residences.

The installation took place down the middle of the Douglas Street center south bound lane on one of the busiest section roadway within the greater Victoria area.

A significant number of existing utilities were present within the proposed alignment. Pre-location of the existing utilities at crossing points, together with planning and adjusting the horizontal and vertical routing of the new watermain ensured that no unexpected conflicts created delays.

Installation of the new watermain required emphasis on attention to the correct installation and torqueing of the Mechanical Joints. The tie-ins between new and existing had to be completed within planned timing windows and without the opportunity for pre-testing. The completed tie-ins were live tested prior to backfill without leaks or incident.

A prerequisite of the Project was an Engineered Traffic Management Plan that was reviewed by numerous government agencies including the City of Victoria and the Ministry of Transportation. Scansa successfully commissioned, implemented, and managed the Plan. Traffic conditions were monitored, and traffic control was adjusted to ensure optimum operations. Particular emphasis was placed on maintaining access in and out of the numerous businesses along the Project route. Revisions to the plan were made to allow the Owner’s forces to undertake work on a separate Project within the area of Scansa’s plan. Scansa demonstrated adaptability and cooperation to implement and achieve the multiple operations.

Scansa followed a well thought out sediment and drainage management plan throughout construction, best construction practices to protect the environment during this project were implemented including insuring roads were keeps clean free and free of silts, drainage inlets protected and spill protection materials were available and onsite.

When required multiple crew worked broken shifts due to stringent traffic restrictions, often longer work days were required to maintain schedule and unsure the site was backfilled and left safe at the end of each shift.
